asked the Prime Minister whether he is aware that British merchants desiring to send export goods to Tientsin from the interior of China have to negotiate for railway transport with monopoly transport companies under Japanese control, and that unfair discrimination is exercised in the allocation of space for cargo; and what steps he is taking to secure proper treatment for British traders?
