asked the Secretary of State for Scotland, upon what ground it was decided not to offer grants to assist in meeting the running expenses of herring drifters; and from what quarters requests and/or recommendations for such grants were received?

I would refer the hon. Member to the speeches made by my hon. Friend the Under-Secretary of State and myself on the Second Reading of the Bill and on the Financial Resolution which explained the reasons why the financial aid to herring fishermen and to the industry proposed by the Government takes the forms contained in the Herring Industry Bill. As regards the second part of the question, a request for grants towards running expenses was made by the deputation from the industry which was received by the Ministers concerned in November last and some similar requests from particular localities have since been received.
