asked the Secretary of State for Scotland whether he is now in a position to state what action he proposes for the abolition of birching of young persons in Scotland?

I regret that I am not yet in a position to make any statement on this subject.

Mr. Westwood

Is the right hon. Gentleman aware of the very grave dissatisfaction in many parts of Scotland at the delay on the part of the Government in coming to a decision upon this matter?

Mr. Colville

I cannot agree that there has been undue delay. It is a matter which requires careful examination, and there will be no undue delay in coming to a decision.
