46. Mr. A. Henderson

asked the Prime Minister whether, in view of Germany's attitude to Czechoslovakia by reason of the alleged persecution of the German minority in the latter country, His Majesty's Government will propose at the forthcoming meeting of the League of Nations Council that the Czechoslovakian Government be invited to explain and justify the treatment of their German minority, in order that the League Council may ascertain whether the Czechoslovakian Government have fulfilled the requirements of the international treaties relating to minorities and accepted by that Government?

The Prime Minister

It is open to a minority to initiate action before the League under the procedure established by the Council for dealing with complaints arising under the relevant provisions of the Minorities Treaties. In default of such action I am not satisfied that the course proposed by the hon. Member would in present circumstances serve a useful purpose.

Is the Prime Minister aware that an official representative of the Czechoslovak Government recently declared that his Government would be ready at any time to appear before the League Council to explain and justify their treatment of their German minority?

That does not seem to constitute initiation.

In view of the reckless and dangerous propaganda on this subject which is going on, would it not be desirable that the facts should be established by the public and impartial methods of the League?
