asked the President of the Board of Trade whether permission is being granted for the export of antiaircraft guns for the purposes of defence of the civil population in Spain?

Mr. Stanley

No, Sir. Under the Non-Intervention Agreement, His Majesty's Government have undertaken to prohibit the export of arms and ammunition.

Mr. Mander

As this is an effective way of protecting the civilian population from bombing will not the Government seriously consider the question of asking the Non-Intervention Committee to propose a change and permit the importation of anti-aircraft guns?

Mr. Stanley

Obviously that is a much wider question which should not be addressed to me.

Is the right hon. Gentleman aware that we can do with a few more anti-aircraft guns here?
