asked the Minister of Agriculture what special privilege is enjoyed by the owner of a dog which is about to be exported if such owner has secured a registration certificate from the Kennel Club?

Registration of a dog by the Kennel Club does not confer any special privilege in the matter of exportation from this country. My right hon. Friend is informed, however, that dogs registered by the Kennel Club may be imported for breeding purposes into the United States by an American citizen without payment of the 15 per cent. ad valorem duty normally payable in respect of dogs imported into that country.

Can such a dog be imported into America for breeding purposes without the registration certificate referred to in the question?

Will the hon. Gentleman tell us of whom the Kennel Club consists that it should enable a dog to be imported without payment of duty?
