asked the Secretary of State for War whether he is aware that there is at present some difficulty in persuading the authorities to accept as recruits youths who are on probation; and whether he can arrange that in future youths who are on probation should be permitted to enrol, in all suitable cases, in order that they may have an opportunity of rehabilitating themselves?
