asked the Secretary of State for the Colonies whether a thorough inquiry will be made into the recent disturbances in Jamaica and their causes, and the conduct of those responsible for the protection of the civil population and the maintenance of good order?

Does that mean that there will be an independent commission, without any representation of these parties on it?

I am in communication with the Governor on the matter, and cannot yet state the composition of the commission.
