I beg to move, to leave out the Clause.

Mr. Westwood

By agreement, and with the approval of Mr. Speaker, we had a general Debate at the beginning of to-day's proceedings on the first new Clause in the name of the Home Secre- tary and that Debate covered this Amendment. I do not propose to continue the Debate, but we must divide against the Clause so as to attempt at least to save our rights so far as the next Amendment is concerned.
