SimonHis Majesty's Government are fully alive to the irregular situation which now obtains, to the prejudice of non-Japanese trade and the Customs revenues which form the security for foreign loans. His Majesty's Ambassador in Tokyo has, on instructions of His Majesty's Government, already made representations on this matter to the Japanese Minister for Foreign Affairs.
