asked the Secretary of State for Foreign Affairs whether he has considered the danger to British trade in the Far East that will arise if the present system of permitting Japanese goods to be imported into Shanghai without payment of Customs duty is permitted to continue; and what steps he proposes to take to prevent this?

His Majesty's Government are fully alive to the irregular situation which now obtains, to the prejudice of non-Japanese trade and the Customs revenues which form the security for foreign loans. His Majesty's Ambassador in Tokyo has, on instructions of His Majesty's Government, already made representations on this matter to the Japanese Minister for Foreign Affairs.
