asked the Home Secretary whether he is satisfied that the various Shops Acts are being adequately observed; and what steps he is taking to ensure that local authorities are employing properly qualified inspectors?

Sir S. Hoare

I have no reason to suppose that, generally speaking, the Shops Acts are not being properly observed, or that the inspectors appointed by local authorities are unsuitable for the work of enforcement. As has been stated on previous occasions, the Home Office is always ready to take up any individual complaint with the local authority concerned. I have no statutory powers in the matter, but, in the light of the views expressed in the recent Debate in this House on conditions of employment in the distributive trades, I am considering the desirability of asking local authorities in England and Wales to furnish me with detailed information as to the arrangements obtaining in each locality for enforcement of the Acts.

Does the right hon. Gentleman not know that far too large a proportion of local authorities are employing for this important duty men who have other work to do, and that they regard it far too frequently as a mere side issue?
