Resolution reported,
That for the purposes of any Act of the present Session to extend the powers of the Board of Trade to give guarantees for the purpose of establishing or encouraging overseas trade, it is expedient:
- A. To authorise the payment out of moneys provided by Parliament of expenses to be incurred by the Board of Trade under the said Act in connection with arrangements for giving for the purpose aforesaid guarantees not involving, with the aggregate liability of the Board of Trade under the Export Guarantees Act, 1937, and the enactments repealed by that Act, an aggregate liability at any time of more than seventy-five million pounds, being either—
- (i) guarantees in connection with the export, or an agreement for the export, of goods (including such guarantees as may be deemed by virtue of the said Act to be such guarantees as aforesaid) not involving in the case of goods other than home-produced goods an aggregate liability at any time of more than seven million five hundred thousand pounds; or
- (ii) guarantees in connection with other matters not involving an aggregate liability at any time of more than two million five hundred thousand pounds.

- B. To authorise the payment out of moneys provided by Parliament of expenses to be incurred by the Board of Trade under the said Act in connection with arrangements for giving for the purpose aforesaid further guarantees in connection with any matter not involving an aggregate liability at any time of more than ten million pounds, and not involving, in the case of guarantees in connection with any matter other than the export, or an agreement for the export, of home-produced goods (including such guarantees as may be treated by virtue of the said Act as such guarantees as aforesaid), an aggregate liability at any itme of more than two million pounds.
- C. To provide that in the event of any amount required for fulfilling any guarantee given in pursuance of such arrangements not being paid out of moneys provided by Parliament it shall be charged on, and issued out of, the Consolidated Fund.
- D. To authorise the payment into the Exchequer of any sums received by the Board of Trade in connection with any such guarantees."
