asked the Prime Minister the reasons for the closing of the British consulate at Leningrad on the 10th ultimo; and whether this consulate has been transferred elsewhere in Russia?

As regards the first part of the question, I would refer the hon. Member to the reply given to my hon. Friend the Member for South-West Norfolk (Mr. Christie) on 21st February. The answer to the second part of the question is in the negative.

Is the Minister aware that a large number of shipowners in the North of England whose business is done largely with Russia regret the closing of this consulate, and are steps being taken to reopen it?

The views of the Soviet Government make it difficult to re-open the consulate.
