asked the Postmaster-General whether, in view of the failure of his Department, after two trials, to prove the charge of theft brought against a postman named William Thomas Mann, of Hull, he has reinstated the man?

I have given very careful consideration to this case, and with much hesitation I have decided to continue Mr. Mann's employment in the Post Office. I am not, however, satisfied that he is a fit person to be entrusted with the handling of public correspondence, and I am considering at the moment on what duties to place him.
