asked the Minister of Labour whether he is aware that an application by Mr. Lowcock to establish an industry at Cockermouth, under the provisions of the Special Areas Act, that would have given considerable employment in the Special Area of West Cumberland, has been refused; and whether he will give the reason for this refusal, as the Commissioner has been asked several times and has declined to answer?

The answer to the first part of the question is in the affirmative. The Commissioner has discretionary powers in this matter and my right hon. Friend does not think it would be proper to give the reason for his exercise of this discretion.
