asked the Minister of Transport on what grounds the White Paper SE 3877–1 of 5th April, issued to local authorities on electricity distribution, was not made available to Members of Parliament?

The document to which my hon. friend refers is not a White Paper but a confidential memorandum communicated, as announced on 3rd March, to associations of the principal interests affected as a basis for discussion.

Mr. Remer

In view of the importance of this document, is it not of vital importance that not only municipal corporations should have an opportunity of considering it, but Members of Parliament also?
