asked the Secretary of State for the Colonies whether, in view of the urgent need of encouraging a knowledge of the English language and culture in Southern China, he will consider the appointment of a Colonial Office or a Foreign Office representative of high standing to take part for this purpose in the deliberations at present proceeding in Hong Kong with regard to the future of the Victoria University?

I understand that the local Committee on the University of Hong Kong has now submitted its report. I shall in due course receive copies of the report with the Governor's recommendations upon it, and shah then have an opportunity of considering the whole question, in all its aspects, in consultation with my educational advisers.
