asked the Minister of Health whether his attention has been drawn to the fact that many local authorities have now delegated their duties of determining needs of persons applying for public assistance to officials; and what view he takes in respect of this abandonment of the democratic principle in connection with public assistance?

My right hon. Friend is aware that four public assistance authorities have adopted administrative arrangements of the type which my hon. Friend has in mind. My right hon. Friend's experience of the system is insufficient to justify him in expressing any general opinion on its merits, but he could not accept the implication in the second part of the question without qualification, inasmuch as the officers work under the general control and direction of the elected authorities who appoint them.

In case of rejections or under-payments, will the applicant be informed that they have the power of appeal?

It is a matter for the local authorities.

What steps are taken to give applicants information how they can get further relief?
