21. Mr. Mander

asked the Secretary of State for Foreign Affairs whether he has any reason to believe that the signatories to Annex F of the Treaty of Locarno, on whom it is still binding, have in any way departed from the interpretation therein placed on Article 16 of the Covenant to the effect that each Member of the League is obliged to co-operate loyally and effectively in support of the Covenant and in resistance to any act of aggression to an extent which is compatible with the military situation and takes its geographical position into account; and whether this view is shared by League member States generally and by Russia in particular?

I have no information to show that the interpretation placed on Article 16 of the League Covenant in Annex F of the Treaty of Locarno has been rejected by any Member of the League.
