asked the Secretary of State for Foreign Affairs whether he can make any statement as to the instructions given to the representatives of this country on the Committee on Raw Materials; and, in particular, which of the suggestions for action, enumerated in the preliminary study of the secretariat, will be supported by His Majesty's Government?

The members of this Committee were appointed by the Council of the League, and are not Government representatives. There was therefore no question of the issuing of instructions to Sir F. Leith Ross who was present in an expert capacity. It will be the duty of the Committee to report to the Council, and no question of any action by His Majesty's Government can therefore arise until the Committee has reported to the Council. My right hon. Friend has already made it clear that the document prepared by the Secretariat does not constitute the agenda of the Committee.
