3. Mr. Gallacher

asked the Secretary of State for Scotland whether he is aware that the Fife County Council decided to instal electric light in the village of West Wemyss in place of gas; that they removed the gas fittings; that the electric light has not been installed and that the village has been without light of any kind all the winter; and will he take steps to see that this is rectified at the earliest possible moment?

Mr. Elliot

I am informed that the position as regards the street lighting of West Wemyss is substantially as stated by the hon. Member. The matter is one within the control of the local authority, who are in negotiation with the other interests concerned. I hope these negotiations will be completed at an early date, and I will communicate further with the hon. Member as soon as possible.

Mr. Gallacher

Is the right hon. Gentleman aware that one of the difficulties has been the refusal of one of the landowners to allow the cable to go through his grounds, and cannot steps be taken to see that there is no further hold up?

Mr. Elliot

I understand that it is a question of possible damage to the retaining walls of a county road which may follow from the digging of a trench. It is a question of obtaining security against that. I understand that negotiations are proceeding.

Mr. Westwood

Is the right hon. Gentleman aware that this village is willing to be amalgamated with Kirkcaldy, and will he arrange that that should take place so that the services of Kirkcaldy can be carried out in that village, which is not being attended to by the County Council.
