Mr. Lawsonasked the Financial Secretary to the Treasury whether, in view of the fact that the Government have, in the Local Government Superannuation Bill now before the House, accepted the principle of conferring superannuation benefits on temporary whole-time officers, the Government will apply the same principle to the Civil Service and other temporary State employés?
§ Lieut.-Colonel ColvilleThe Bill in question applies only to a minority of employés of local authorities. In the interests of interchangeability and mobility of these staffs, the Bill is intended to secure, so far as this minority is concerned, the uniform application of contributory pension schemes by many hundreds of different authorities. This consideration prevents a distinction being drawn between temporary and permanent officers in the service of local authorities, but the inclusion of certain temporary officers on that account is no reason for modifying the State system, which is noncontributory and differs in many other respects from the local government system.
