asked the Minister of Health what steps have been and are being taken by the Corporation of Liverpool to reduce the smoke nuisance in the city, particularly in the central and northern areas?

Mr. Bernays

The corporation, which is a leading member of the West Lancashire and Cheshire regional smoke abatement committee, is active in smoke abatement work. They obtained special statutory powers in 1921 enabling them to proceed against persons guilty of causing excessive emission of smoke and they have also made a by-law for regulating the emission of black smoke, A staff of qualified smoke inspectors administer these powers, and also advise manufacturers on smokeless methods of burning fuel.

Can the hon. Gentleman say what steps the corporation of Liverpool are taking to have the amount of smoke reduced in those parts of the city where it is excessive?

Mr. Bernays

The difficulty, I understand, in Liverpool is that a great part of this smoke comes from private dwelling houses and the corporation, of course, has no legislative control over them.
