asked the Secretary of State for Scotland whether he is satisfied with the policy and performance of the Herring Industry Board; and whether he proposes to introduce legislation this Session to increase the powers of the Board?

My right hon. Friend is awaiting the annual report of the Herring Industry Board which will be presented to Parliament without delay. For the rest, I can add nothing to the replies which he gave to my hon. Friend on 20th April and 4th May.

Is my hon. Friend aware that nobody except the Scottish Office is very satisfied with the performance of the Herring Board up to date, and can he not do something to ginger them up?

It is a very good rule never to be satisfied with anything.
