asked the President of the Board of Trade when he proposes to introduce the promised legislation to implement the recommendations of the Departmental Committee on Fixed Trusts?

I am not in a position to add to the answer given by my predecessor on 6th April to the hon. Member for Reigate (Mr. Touche).

Mr. Bellenger

I do not want to accelerate unduly the work of the right hon. Gentleman's Department, but is he aware that as long ago as last November his predecessor promised legislation?

Mr. Stanley

I am sorry that there has been delay in the preparation of this Bill, but hon. Members will realise that it is a complicated piece of legislation, and there is at the moment a great deal of pressure on my Department in connection with pending legislation.
