§ Mr. BellengerI do not want to accelerate unduly the work of the right hon. Gentleman's Department, but is he aware that as long ago as last November his predecessor promised legislation?
Mr. StanleyI am sorry that there has been delay in the preparation of this Bill, but hon. Members will realise that it is a complicated piece of legislation, and there is at the moment a great deal of pressure on my Department in connection with pending legislation.
