asked the Secretary of State for the Colonies whether arrangements will be made for the International Sugar Agreement to be discussed and approved by Parliament before being ratified by this country?

I have been asked to reply. The text of this Agreement was laid before the House on 25th May and, in accordance with the usual procedure, it will remain before the House for 21 Parliamentary days before the Government take any steps for the ratification of the Agreement. If there is a general desire for a Debate before ratification, no doubt the question can be raised through the usual channels.
