Lords Amendment: In page 4, line 14, at the end insert:

Perhaps I may explain for the benefit of Members that the majority of these Amendments are drafting Amendments. When they are not, I will inform the House, but the right hon. Gentleman opposite is fully aware of them, and, if necessary, I will explain them.
§ CLAUSE 12.—(Reckoning of contributing and non-contributing service, war service, and service of persons indirectly employed.)
§ Lords Amendment. In page 16, line 28, leave out from "day" to "any," in line 30.
§ Mr. SpeakerThis Amendment raises a question of Privilege as it may bring in more persons for superannuation allowance.
§ Sir K. WoodI beg to move, "That this House doth agree with the Lords in the said Amendment."
Although this Amendment raises a question of Privilege it gives effect to the obvious intention of the Measure, namely, that persons whose posts were designated under the Act of 1922 should count service as contributing service under that Act as contributing service for the purposes of the Bill. I think that explains the point.

Lords Amendment: In page 17, line 12, leave out from "that" to the end of the Sub-section, and insert:
no such service after the thirty-first day of December, nineteen hundred and twenty, shall be taken into account.

Perhaps I might say a few words on this point, which the right hon. Gentleman opposite will remember was raised in the Debate on Third Reading. It was pointed out that certain municipal employés might not have been able to return to their municipal work after serving with the Forces by Armistice Day, the date mentioned in the Clause. I had the opportunity of discussing the matter with right hon. Gentlemen opposite and we have now selected a date, agreed to by the Treasury for Civil Service purposes, which was arrived at after discussion with the Whitley Council at that time, and which will meet the necessities of the case.

§ CLAUSE 22.—(Actuary's certificates and periodical valuation of superannuation fund.)

Lords Amendment: In page 26, line 30, after "shall," insert:
within three months after receiving the valuation and report.

It is thought desirable to insert a date for the submission of the schemes required to be made under this Sub-section as is done with regard to other schemes to be made under other provisions. The point was raised in the later proceedings on the Bill and this Amendment is intended to meet it.
