asked the President of the Board of Trade whether the Government have considered any scheme of compulsory insurance for the protection of property against war risks; and whether any decision has been made?

The Board of Trade have recently received representations from various quarters on the subject of the insurance of property against war risks on land. The matter is receiving active consideration.

Does the Minister not consider that the only possible form of insurance lies in an adequate Defence Force?
