asked the Home Secretary whether, in view of the fact that the Representation of the People Acts do not permit of any elector being placed upon the register of electors in the same constituency both for a residential and a business qualification, he will consider the alteration of the present system by which the registration officer arbitrarily decides under which qualification the elector's name is to appear in the register and provide that registration officers must in such cases consult the elector as to which of the two votes he would wish to appear in the register?

My hon. and gallant Friend is under a misapprehension. The First Schedule to the Representation of the People Act, 1918, and the Representation of the People Order require the registration officer to give a person with more than one qualification in a constituency an opportunity of choosing for which qualification he desires to be registered. I will send my hon. Friend a copy of the form prescribed for this purpose.
