32. Mr. Montague

asked the Home Secretary whether he is aware that fully two-thirds of the prison staff do not recognise the representative board system by reason of the treatment of the Department on the pay question; and, as the representative boards are similarly governed by the Trade Disputes and Trade Unions Act, 1927, will he consider providing facilities for constitutional representation through the National Whitley Council?

My right hon. Friend knows of no foundation for the statement in the first part of the question. So far as he is aware the present arrangements whereby the prison staff can make representations on matters affecting their interests have worked satisfactorily and he knows of no demand for their alteration.
