asked the Minister of Health what action has been taken by his Department and by the local authorities, especially the larger ones, respectively, to implement the recommendations of the Hadow report on local government officers?

Mr. Bernays

I am sending the hon. Member a copy of a circular issued to all local authorities drawing their attention to the recommendations of this report. My right hon. Friend understands that many of the recommendations have already been accepted by local authorities for their own guidance, whilst other recommendations have received a large measure of support. The principal recommendation of the Departmental Committee was directed to the establishment of a standing central advisory committee representative of the associations of local authorities. Such a Committee has now been set up by the associations of county councils, non-county borough councils, urban district councils and rural district councils, the Metropolitan Boroughs Standing Joint Committee and the London County Council. My right hon. Friend much regrets that the Association of Municipal Corporations have decided not to be represented. Assessors to the Committee have been appointed by my Department, the Board of Education and the Civil Service Commission. The first meeting of the Committee was held on 29th November last.
