asked the Secretary for Mines what progress has been made in arriving at an international agreement for the establishment of a 40—hour week in mines?

The International Labour Organisation proposes to hold a tripartite conference at Geneva in April next, at which the question of hours of work in coal mines, as well as wages and conditions of service, will be discussed between Governments, colliery owners and miners.

Captain Ramsay

Seeing that the abolition of Sunday in Russia condemns—

The question has nothing to do with the hours of labour in Russia.

Captain Ramsay

I have put a question which affects the conference regarding hours; is it not in order for me to put another question?

It is not the proper time to put a question dealing with Russia.

Captain Ramsay

Is it not a proper time to put a question relating to this international conference on a matter of hours?

The hon. and gallant Member was asking about the hours of labour in Russia on Sundays.

Captain Ramsay

With great respect, that was not what I was going to ask. May I put my question and frame it a little more carefully? In view of the fact that a week in Russia is calculated on a six-day week, whereas it is calculated in this country on a week of seven days, will the hon. and gallant Member take steps to ensure that the British position, which is calculated on a Sunday basis and gives the worker 1½ days' rest for his 40-hour week, whereas the International Labour Office—
