asked the Secretary of State for Dominion Affairs whether the provisions of the Bill introduced into the Legislative Assembly of Southern Rhodesia, under which it is proposed to amend the Industrial Conciliation Act, involve the fixing of a colour bar; and whether an opportunity will be given for discussing this Bill before he gives his sanction to it?

The answer to the first part of the question is in the negative. The main effect of the Bill in question, which has now been passed, is to give power to the Governor to apply to natives in municipal areas the terms of industrial agreements which have been previously declared binding upon non-natives engaged in the industry concerned. I have already informed the Governor that His Majesty will not be advised to exercise his power of disallowance in respect of the Act.
