asked the Secretary of State for Dominion Affairs whether, under the recent proclamation issued by the Union Government of South Africa on foreign activities in South-West Africa, freedom to carry on political activities is to be limited to British subjects or to Union nationals?

I understand that the restrictions on political activities are, under the proclamation, limited to aliens. Consequently the proclamation does not affect British subjects, whether they are Union nationals or not.
