asked the Minister of Transport whether, in view of the fact that pedestrians disregard the section of the Highway Code dealing with pedestrians, he will, in order to save life and serious injury to pedestrians, take powers to make it compulsory to keep to the left when walking on footpaths and to the right facing oncoming traffic when walking on roads?

No, Sir. The law provides that a failure on the part of any person to observe any provision of the Highway Code, while not of itself rendering him liable to criminal proceedings, may be relied on as tending to establish or negative any liability. It is, therefore, for the courts to determine with regard to the circumstances of any individual case.
