asked the Under-Secretary of State for India whether, in view of the deficit in the Indian Budget of 1937–38, he contemplates making any suggestions to the Government of India on this matter?

I think that my hon. and gallant Friend must be under a misapprehension since the Indian Budget for 1937–38 provides for a small surplus.
