Yes, Sir. My right hon. Friend is arranging for the necessary draft Order, which requires the assent of both Houses of Parliament to be laid to-day.

Can the Minister say when this scheme is likely to become operative?

Lieut.-Colonel MUIRHEAD

The Order is being laid to-day, and we hope the scheme will become operative shortly.
