asked the Minister of Health whether he can indicate the scope of the proposed Bill to deal with the superannuation of local government officers?

Mr. HUDSON

The Bill will be based generally on the recommendations of the Departmental Committee of 1927. The main object will be to secure that provision is made by all local authorities for the superannuation of their administrative, professional and clerical staff, in order to remove the bar to mobility to which the absence of a uniform superannuation system gives rise and which the Committee unanimously regarded as unfavourable to the efficiency of the local government service. These considerations do not apply with the same force to other members of the staffs of local authorities, and it is proposed that the superannuation of these employés should remain a matter for the discretion of each local authority.

Mr. THORNE

Will the Bill be broadened so as to enable all Government employés to come within the Act?

Mr. HOLDSWORTH

Will the hon. Gentleman bring to his right hon. Friend's notice the idea that all workers might join the superannuation scheme?

Mr. T. WILLIAMS

As the road sweeper and others will have to pay part of the superannuation contributions of the salaried officers, will they not reconsider the whole thing and include all workers?

Mr. HUDSON

I cannot accept the assumption underlying the question.
