asked the Secretary of State for Foreign Affairs whether His Majesty's Minister in Mexico City has furnished him with any report on the attitude of the Mexican Government in regard to its obligations towards the British holders of Mexican Government bonds; and, in the absence of any such report, whether, in view of the prosperity which Mexico is now enjoying, he will instruct His Majesty's Minister in Mexico to report on the reasons for the continued default of the Mexican Government in this respect?

Several reports were received from His Majesty's Minister at Mexico City regarding the negotiations conducted earlier in the year between the Mexican Government and a representative of the bondholders. Although the latter maintained close contact throughout with His Majesty's Minister, he has not, so far as I am aware, sought his active intervention. In these circumstances my right hon. Friend does not think any special instructions to His Majesty's Minister are necessary. His Majesty's Government are, however, as has repeatedly been stated, always prepared to give careful consideration to any proposals which may be made by the recognised representatives of the British bondholders.
