23. Mr. KELLY

asked the Home Secretary whether any action is being taken to revise the Manual for Fire Protection particularly as it affects schools, hospitals, and cinemas; and whether periodic inspection takes place to examine the appliances and the means of escape?

Mr. LLOYD

It is not proposed at present to revise either of the two manuals issued recently by the Home Office relating to fire precautions in schools and safety requirements in theatres and other places of public entertainment. The responsibility for inspection lies on those who are responsible for the buildings, and not upon the Home Office.

Mr. KELLY

In view of the manual not giving the information which is essential for protection in cases of fire, will the question be gone into at once, particularly with regard to public buildings and public schools in which students reside?
