asked the Minister of Health whether his attention has been called to the co-operation at Blackburn between the Blackburn Corporation and the Blackburn Property Owners' Association whereby the latter offer empty houses at an agreed rental to the corporation for the purposes of re-housing overcrowded tenants; and whether he will investigate this with a view to recommending it to other local authorities?

The proposed arrangements between the Blackburn Corporation and the Blackburn Property Owners' Association have not come before me officially, but my attention has been drawn to Press notices of the negotiations. The arrangements appear to be in the spirit of the recommendation which I have already made to local authorities regarding the acquisition of existing houses to accommodate overcrowded families.
