asked the Postmaster-General whether there is in each postal area of the county of London a central post office through which telegrams are issued; and, if so, why telegrams sent to Dulwich, S.E.22, are issued from Forest Hill, S.E.23?

There is no rule that every postal sub-district in London should have a central telegraph delivery office. In many sub-districts, including S.E.22, telegrams are delivered by motor-cycle from an adjacent sub-district.
