63. Mr. EDE

asked the President of the Board of Trade when he expects to receive the report of the committee to which he has sent the revised manning regulations; and when does he expect to make those regulations operative?

Dr. BURGIN

I understand that the question will be considered at the next meeting of the Merchant Shipping Advisory Committee. The date of issue of the new instruction; will be decided when the Committee's observations have been received.

Mr. EDE

Does that mean that the Board of Trade will further consider them after getting these representations?

Dr. BURGIN

That, obviously, will depend on the recommendations. What is happening is that the report has been received, and on that report revised instructions have been drafted. In accordance with practice, the revised instructions have been sent to the Committee who made the report to ascertain whether they are entirely in keeping with what they have reported. I have no reason to believe that I shall not receive their comments on these instructions within two or three days.
