Mr. CHURCHILL

With regard to the proceedings this afternoon, for the convenience of the House might I ask my right hon. Friend the Prime Minister at what point he proposes himself to intervene in the Debate?

The PRIME MINISTER

I am not proposing to intervene in the Debate to-day. My right hon. Friend the Foreign Secretary will speak early in. the Debate, and at the close of the Debate my Noble Friend the Under-Secretary of State for Foreign Affairs. It is customary, of course, in a Debate that arises on an Estimate on a Supply Day that the Debate is opened from this Bench, but by agreement the Debate is to be opened from the Front Opposition Bench this afternoon.

Mr. CHURCHILL

. Might I ask my right hon. Friend whether he does not consider that he himself should offer the same measure of guidance to the House as he gave the other clay, we are assured, to a deputation from the League of Nations Union?

The PRIME MINISTER

I am not aware that I gave any guidance to the League of Nations Union, and the Foreign Secretary always addresses the House on behalf of the Government with regard to foreign affairs.
