HC Deb 16 March 1936 vol 310 c6
12. Mr. H. G. WILLIAMS

asked the Secretary of State for Foreign Affairs to whom a British subject should apply for a passport visa for the purpose of visiting Outer Mongolia?

The UNDER-SECRETARY of STATE for FOREIGN AFFAIRS (Viscount Cranborne)

As far as I am aware, permission to enter Outer Mongolia could only be obtained by application to the authorities at Urga.
