asked the hon. and gallant Member for Buteshire and North Ayrshire division of Ayr and Bute, as Chairman of the Standing Committee on Scottish Bills, whether he can give any reason for the delay in submitting the Education (Scotland) Bill to the consideration of the Scottish Grand Committee; and whether he is aware that the present delay in calling together this Committee may result in a serious congestion of business towards the end of the Session?

I am aware of the possibility of congestion suggested in the question. The right hon. Gentleman will appreciate the difficulties which might arise if too many Standing Committees were sitting at the same time. I am, however, in communication with the Chairman of the Committee of Selection regarding the nomination of Members to the Standing Committee on Scottish Bills in respect of the Education (Scotland) Bill. After their appointment I shall lose no time in naming the day and the hour on which the consideration of the Bill shall begin.
