26. Captain STRICKLAND

asked the Secretary of State for Scotland whether his attention has been called to the case of Mr. R. MacPherson, of Gallop, Glenfinnan, Inverness-shire, who, at the court house, Fort William, was fined £3 for having overlooked the renewal of his driving licence for a period of about two weeks; whether he is aware that there was no previous conviction against Mr. MacPherson; and whether, in view of these circumstances, he will take steps to remit the fine imposed?

I am making inquiry into the circumstances of this case, and will communicate further with my hon. and gallant Friend as soon as possible.

Can the right hon. Gentleman inform the House when his attention was first drawn to this case, and how it is that there has been so much delay in ascertaining the facts relative to it?
