asked the Secretary of State for Dominion Affairs at what date the arrangement of the South African Government for subsidising the Italian line steamships came into existence; and whether there has been recently any change or modification of the scheme?

I understand that the subsidy is payable for a period of five years from 1st March, 1934. I am not aware of any recent change or modification in the scheme.

Is the House to understand that the South African Government, which was opposed to the raising of sanctions, have, all the time, had this subsidy for Italian lines?

That is a question for the South African Government to reply to. As far as I understand, South Africa has complied fully, in the letter and the spirit, with the sanctions agreement.
