asked the President of the Board of Trade whether any steps are in contemplation for adopting an Empire shipping policy, either on the part of His Majesty's Government or in collaboration with the Governments of His Majesty's Dominions, in order to preserve the existence of British Empire services in future in face of foreign state-aided competition?

Every opportunity is taken of discussing with His Majesty's Governments in other parts of the Commonwealth questions affecting the interests of the shipping of the Empire. The particular case of British shipping services across the Pacific is, as my hon. Friend will be aware, under examination by this country and the three Dominions concerned.
