26. Mr. DAY

asked the Minister of Transport whether he is aware that many persons who have not driven a motor car for several years renew their driving licence annually; that, in the event of their deciding to again drive a motor car, they would be a danger to all other road users; and will he, by regulations, provide that a person who has not driven a motor car for three years or more shall undergo a driving test before the future renewal of a licence is granted?

Mr. HORE-BELISHA

I have no power to make such a regulation but, although it does not entirely cover the point, I would draw attention to the fact that a person convicted of dangerous or careless driving may be disqualified by order of the court for holding or obtaining a licence to drive a motor vehicle until he has passed the driving test.

28. Captain STRICKLAND

asked the Minister of Transport whether he will make the necessary arrangements for licences falling due at the end of March to be made to fall due on 31st March instead of on 25th March, in conformity with all other quarters?

Mr. HORE-BELISHA

On the whole motorists benefit by the existing arrangement since more cars are licensed in the second than in the first quarter, and 24th March was adopted as the end of the first quarter of the licensing year to enable motorists who do not wish to license their vehicles until the second quarter to use them during the Easter holidays.
